That deal is set to be a club record fee for Ipswich Town, smashing the £4.5 million paid by the club to sign Hermann Hreidarsson from AFC Wimbledon in 2000.
Hutchinson is reported to be Ipswich Town's primary transfer target this summer after an outstanding spell on loan at Portman Road in the Championship last season. The forward picked up 10 goals and six assists for the side as they achieved promotion to the top flight, making a total of 50 appearances in all competitions.
Hutchinson was named Championship Player of the Month in February and was awarded the Ipswich Town accolade for Young Player of the Year at the end of the season.

Arsenal are set to see some financial windfall from the Chelsea and Ipswich Town deal. Hutchinson spent seven years in the Gunners' youth academy and signed a professional deal with the club when turning 17 in 2020.
Football.London reports that Arsenal inserted a sell-on clause when letting the player join Chelsea, which will see the north London outfit benefit from the £22 million deal.
